PC always gets a Q-code 30 or 40 after waking up from sleep

Every time I wake up my PC from sleep, the Q-Code will always be a 30 or 40. I always have to restart the PC to stop the Q-Code. If I do not restart the PC the graphics will get stutters when watching videos.

I have the latest graphics driver, but it does this with even the last 2 driver versions. My BIOS is still 2305. I have not updated to the newer 2403 yet.

Anyone know what is causing this?

QLED Code 30/40 pertains to waking from S3 power state, it likely isn't directly linked to your stuttering issue. What video format are we talking about? YouTube? If so try disabling the browser's hardware acceleration, or try a different browser entirely and see if this helps.
