Everything was fine, but then I installed i7 13700KF and M2_1 disappeared from the BIOS. I thought that the ssd was broken, but it works in M2_2, M2_3, etc. I tried reinstalling the BIOS, early versions of the BIOS, reinstalling Intel ME, but nothing... Also, if you remove the SSD from M2_1 in the BIOS, then M2_1 PCI-E Link speed - not present, if you return it back, then Link speed x0, there is some kind of reaction, changing the speed of Gen1-Gen4 manually does not change anything... I also read that this happens because of an incorrect BIOS update, but I did everything correctly, first Intel Me, then the BIOS with the previous processor and everything worked fine

What is your processor exactly? You list both i7 12700kf and 13700KF.
The 12700kf might not support PCIe SSD connected to processor, therefore M2_1 would not work. The exact model of motherboard is also needed.

12700KF support M2_1 cpu line and works fine but after installing 13700KF M2_1 slot not working

What's your BIOS version? Are you using 4001? Did you CLEAR your CMOS after your processor change?
It is also possible that you may put extra pressure on your CPU when you installed the CPU cooler after changing the CPU, this could be impacting the use of M.2_1 slot. Have you tried to loosen the CPU cooler by 1/4 turn on each of its 4 screws to see if your M.2_1 slot begins to work. If it still does not work, you may have to open the socket to inspect if any of the CPU PINS are bent or damaged as that could cause this type of an issue as well.
