I can't Run my 4080RTX in PCIe 16 4.0 with Z790 Formula

I recently got my Z790 Formula and I got 4080RTX ROG

But Unfortunately I can't run my GPU to get Gen 4 out of it

MB: Z790 Formula
CPU: Intel-i9 14900K 
RAM: G.Skill 64GB 6400Mhz
SSD: Samsung 990 1TB - Samsung 990 2TB - Samsung 990 4TB ( None of them on M.2_1)
Here is in Image of GPU-Z, Without Stress It go as low as 1.1 and with full stress it maxed out on 3.0 ( I know the difference is maybe 3% but I want to get the full performance out of my GPU)  I don't want that maybe it's energy saving but I truly don't want it. I tried to search the bios for an option to give the GPU the full performance but couldn't find anything helpful.

BIOS is updated to the latest version and Also the GPU is Updated to the latest updated.

Hi @KLDY 

Clear the CMOS and retest.

Are you using any form of PCIE riser cable for vertical mounting, or is the GPU connected directly?

My GPU is connected directly to the motherboard, I will clear the CMOS and let you 

If no change, navigate to PCI Express Configuration page as per below and manually set GEN4.

Also consider updating UEFI to 1102

I did it but still fluctuating between x16 1.1 to x16 3.0 (Under some stress 

Check the Alternate PCI Mode Switch as per manual. The default/factory position should allow for GEN 4.0.
