I have a z790 Apex Encore. I have two NVME SSD's that work perfectly. I also have two HDD's for storage.
If I boot into the BIOS the HDD's show up in the BIOS. After I exit the BIOS the HDD's show up in Windows and work perfectly.
But let's say I shut my PC down. The next time I turn my PC on the HDD's no longer show up in Windows.
So in order to access the HDD's I have to boot into the BIOS every single time.

I updated the BIOS for the Apex Encore and that resolved my issue. I'm still running XMP1 8000

Are you able to post your full system specs, please?
Also confirm this behaviour is replicable at Optimised Defaults - no XMP/EXPO overclocking.

I definitely have xmp1 8000 enabled - that's the beauty of the Apex Encore. That would prevent the HDD's from initializing on boot up?
I don't see how specs matter, as I assume this is just a BIOS setting, but I could be wrong of course:

It's not "standard" stuff, that's pretty much the point 😄. Whilst the Encore is fantastic at memory overclocking, all overclocks have the potential to be conditional. Hence, you'd be wise to remove overclocking when diagnosing a problem (troubleshooting 101).
8000MT is a heavy OC. Intel max supported frequency in 1 DPC on a 1DPC board is 5600MT. Please clear the CMOS and retest at Optimised Defaults. Update if behaviour is the same
