I noticed this happening to my system after recent BIOS update to version 3001.
Not sure maybe BIOS 2801 also had it, but BIOS 2503 didn't have these system latency problems . I skipped BIOS 2703.
BIOS 3001 - Latency Issue
Specs:
13600kf, Asus ROG Strix Z790-F Gaming WiFi
Windows 11 24h2 10.0.26100.4351
All drivers and Windows are up to date.
This is on High Performance power profile. but Balanced is also affected.

i cant say about latency, but i reverted back on my apex encore to 1801 due to the fact that temperatures were way higher on 2001.
also kept getting weird whea errors even though i was perfectly stable on every other bios since the apex encore's release.

That app is to test for audio latency playing real-time audio at the top.
It is Not a system latency app or whatever else. Most often times this kind of audio issue causes drop-outs and are caused by bad drivers or misbehaving ones. Clean out & reinstall your audio drivers if any or double check your audio devices.
For system latency improvements you can use MSI_Mode_Utility_v3, find it online, run as admin and set the GPU to High, can also adjust the other drivers.
Also check system BypassIO is functioning on your Pc by running an admin Cmd fsutil bypassIo state c:\

As for audio drivers I would need to reinstall Armoury Crate and this is a mess on it's own ( it's a buggy bloatware).
I do not have audio drop outs, but stuttering issue in one game. It might be a game or my system, so I'm checking what I can.
BypassIo seems to be working on my system fine.
