Are the following settings in the BIOS safe for daily use with i9-13900KS CPU?

Hi, it is safe, yes.

Whether it's necessary depends on what your end goal is. A higher voltage is always preferable over a higher LLC.

My goal is to reduce the processor heating.

I have better CPU temps with LLC 6 and SVID Best-Case... than with LLC 3 and SVID Auto or Trained.

However, if I set the SVID Behavior option to [Best-Case Scenario] and LLC Auto or LLC 3, LLC 4, or LLC 5, WHEA errors will occur in CPU-intensive tasks.
