BSOD boot loop after BIOS update

I recently updated my BIOS, and am now stuck in a BSOD boot loop.

I updated my BIOS from v3401 to v3601, and afterwards my system will no longer boot.  It BSOD before fully loading Windows 11, and even safe mode is unstable.  The Windows 11 install media also BSOD when loading from USB drives.  Ubuntu install media also crashes while loading.

I tried reverting to V3401, and even to v2603 which originally came installed on the board with no change in the BSOD loop.

I've removed the GPU and tried using a single stick of RAM (tried both), with no improvement in the situation.  

I've noticed that the BIOS does freeze occasionally, and am unsure if that is the source of the BSOD, or if something else may be causing it.

I don't need the data on the drives, a clean install is all that is necessary, but when even the install BSOD, I don't know what to do.

*I do not have XMP or any overclocking enabled, all settings are default and meet the Windows 11 TPM requirements.

Instability like that can be down to RAM errors. Have you tried resetting the BIOS to defaults so that no memory overclock is applied? (edit - sorry you said you've done that already). As you have 64GB RAM it might even be necessary to run the RAM at a lower speed to try and get stability. 

Having said that, I understand that it was working before and you've gone back to different BIOS versions. 

Also you might see if shutting down the PC and then cutting power at the PSU for 5 minutes helps.

There are no overclocks, and all bios settings are default.  I've run memtest86 with no errors, and tried a single stick of RAM.  There is no change to leaving it unpowered overnight.
