Hello,
With the assistance of few friends I was able this time to properly update from the 0.904 Bios up to 3001 (latest one) for my motherboard 'ROG STRIX Z790-E GAMING WIFI'.
Before the update I had downclocked the processor as it was causing issues in some games, but after the bios update I didn't downclock it and let it be as it is.
My current specs are the same as before:
Processor: 13th Gen Intel(R) Core(TM) i9-13900KF , 3000 Mhz, 24 Core(s) 32 Logical Processor(s)
BasedBoard Product: ROG STRIX Z790-E GAMING WIFI
GPU: Nvidia 4090 RTX
After the update I noticed that the CPU and the GPU started to have a higher usage, what I mean for example playing Path of Exile or Marvel Rivals, from normal usage they are now around 95% (both of them), before the bios update it wasn't like that.
Do I need to perform some specific adjustments somewhere in the bios, that could help to decrease that?
The case has been lastly cleaned like 4 months ago (no dust + new thermal paste for the CPU). The fans have become loudly used, to put it frankly.
The CPU Cooler is 'NH-D15 Chromax' and the case is "Fractal Design - Torrent TG Light, mid tower" (one of the best air cooling cases).

you 100% need to turn on XMP in BIOS as your not getting the performance you paid for.... and that will also help with multitasking......
as for hardware acceleration you need to turn that off in in the settings of your internet browser. Also in discord settings. limiting fps will help...but your not getting the performance you paid for.

Make sure your intel management engine drivers are up to date as well as chipset drivers.

- Intel Management Engine Interface V2517.8.1.0 (SW 2519.8.3.0) for Windows 10/11 64-bit.
- Intel Chipset driver V10.1.20062.8627 for Windows 10/11 64-bit.
As I'm using windows 10 as for the bios its 'Version 3001' (just to mention it again). I will give it a few days regarding the CPU usage and the fans, but for the GPU its still 94~100 on an old game such as Path of Exile with a lot of the settings set to minimal.

well, you should really be on windows 11 as you have a a 13900k intel recommended people on 12th gen release that 12th gen and above should be on windows 11 to effeciently use the cpu.
As far as gpu usage being bigh when playing a game....im not seeing an issue. you want to be at 95-100% gpu usage when playing a game.
if you have high/unlimited fps that is going to cause high usage to hit those frame rates.
Try limiting to your refresh rate of your monitor and see if that helps.

Sorry for the double reply simply it didn't show my replies as soon as I posted them for some reason.
As for windows 10 not been windows 11, too many bugs still on Windows 11 (games and programs) which is preventing me from going for it. Are there any additional settings I should tweek in the Bios to not make my CPU explode as after the bios update my fans are on high almost all the time when gaming which ain't like it was before.
As for the GPU , its usage is 95~100 % has lagging effect on smaller programs like discord or even GC (Google Chrome) when I go outside the game (borderless), which previously I didn't encounter, so its very strange.

I mean... Windows 11 its pretty mature at this point....we are already on 24h2. If this was when it first released you would have a point. But thats not the case anymore.
High CPU usage usually means something is running in the background as there is no game that will peg the cpu at 100% during actual gameplay. Maybe shader compilation or something but never actual gameplay. Check your background processes during gameplay.

I have to agree with @Vynra. There's very little point in being on W10 at this stage. That fact alone will make some more reluctant to help troubleshoot.

I have updated to windows 11, I can see that the CPU is slightly better behaving ,but the GPU not really. GPU is still acting up, really really strange.

Used RiverTurner to limit the FPS of the game between 80~120 (poe does not need much of fps) and the GPU usage went from 99% down to 40% allowing me to multi-task over other monitors such as watching YT (tutorials) or Netflix streams, as the 92~99% usage was making it impossible including Discord Streaming.
Not sure why this happened honestly.
