Asus Z790-V AX (BIOS failure - "Press F1 to Run Setup" - Can't enter BIOS)

I have an Asus z790-V AX and started it for the first time and the POST screen comes up and says:

If you wish to follow intel guidelines and apply its stock power limits, please disable the ASUS Multicore Enhancement (MCE) in the BIOS settings. The problem is that no keyboard inputs are being recognized and no way to continue. The motherboard has no BIOS flashback or recover buttons external or internal. I attempted a CMOS clear by removing the CMOS battery, but no change. I saw someone inthe past plug in multiple keyboards and so I attempted that and still doesn't recognize my F1

No warning lights are on the motherboard and it has a green status light on the MB as if everything is fine.

Anyone have any advice on how to get this BIOS reset?

The issue is "USB Device Over Current Status Detected".

It shows you have 2 hubs connected.

Unplug the psu cable, disconnect the hubs and any usb cables from the motherboard USB headers.

See if this gives you a successful boot and lets you enter the bios.

I was able to boot after removing the USB 3.2 Gen Type C front panel connector.  Now the USB C connection on the front panel does not work.  Is there a way to connect the USB 3.2 Gen Type C connector along with the USB 3.2 Gen 1 header?

Ok, so you removed the usb-c cable and the usb 3.2 Gen 1 cable. 

Connect one cable at a time to determine which one is causing the error.

Some things that will cause that error are:

1) Dirt in the usb port.

2) Bent pins on the usb header.

3) Loose connection.

4) Damaged usb port.

5) Damaged usb cable.

Carefully inspect the usb headers and the usb ports on your pc case with a flashlight. Hopefully it's just dirt, you can use canned air or a vacuum with a brush head to clean out the usb ports.

Cleaned it out, same error.  Then rotated how I plugged in the USBc cable and that worked!  Thank you so much!

I am having another possibly related issue, but not sure.  I just purchased a Logitech Stream Cam which is supposed to display in 60fps.  Its only displaying in 30FPS and when I start the logitech software it tells me to connect to to a USB3 slot.  I have the USBC slot connected to the USBc directly to the mobo.

When I look in HWINFO it shows "USB Version Supported: 3.00 (Connected to a USB 2.00 Port)"

I've updated BIOS to the latest drivers, I've updated the intel chipset drivers and I've tried adjusting USB settings in bios but no difference.

Try uninstalling your current version of Logitech Capture, reboot your pc and install version 2.00.226.
