Update, after running the MEIUpdateTool I was able to run XMP II, however, it tried to run at the RAM at 2333 MHz. I changed the auto setting to 3400 Mhz and it is running stable. Could not get Windows 11 to boot with XMP II hard set at 3600 Mhz. So better, but not optimal.
