Did you ever figure this out? just installed new 13700k into Z690-i ROG Strix and I'm having the almost exact same issue.

I have two Samsung SSDs, 980pro and 990pro, both are not recognized by the bios when installed in the m.2_1, it doesn't matter which configuration to use in the bios, but if installed in the m.2_2 both are recognized and I can install Windows.
After several attempts to configure settings in the bios and attempts to change m.2, now neither of the two SSDs are being recognized by the bios. Could it be a problem with the m.2 slots?

Not sure what the issue is, but if you look in the BIOS - 'Advanced/NVME Controller and Drive Information' you should all of the M.2 drives listed there. If you look in 'Advanced/PCH Storage Configuration' then you won't see M.2_1.
Do you see them all listed under the first option? After changing the BIOS configuration, have you reset the BIOS to defaults as well? Maybe you have changed something and a BIOS reset could help.

The nvme do not appear listed, in the settings they appear as empty. I have already restored the settings several times using F5 but the bios cannot identify any of the m.2

Hmmm. Seems odd. I'm just wondering if your board might have shipped with an older BIOS. Have you tried updating it?

I already updated the bios to 1801, because without that the mb wouldn't even recognize the 14700
