Anyway to disable my elgato capture card on the pcie slot below my GPU #1 PCIE slot to get 16x?

So I have a 4090FE in my PCIE #1 slot (upper most) on my maximus extreme z690. 

couple slots down I have a elgato 4k capture card. 

I noticed if the capture card is plugged into this slot (or any other slot), the 4090FE is 8x mode.
If I take the elgato capture card out, the 4090FE goes to 16x mode.

That's kind of a pain to have to remove it, and while i know the performance hit is almost none (if any) between 8x vs. 16x pcie bandwidth, but anyway to disable when not using the pcie slot the elgato card is on from BIOS to avoid having to manually remove it to get that GPU slot back to 16x?

Hi @captaintrips 

As per the manual, the lane restrictions are as follows. When both (G5)_1 and (G5)_2 are populated, the GPU will operate with 8 lanes. I've ran a 4090 in this configuration for some months previously and the performance deficit is well within 1-2%.
