I have the weirdest phenomenon. This is not my first build and I never saw anything like this before.
When I power on my computer on it never boots to OS (Windows 11) on the 1st attempt. Instead it stops on the "Press DEL to enter BIOS" screen for like 10 seconds before it automatically enters the BIOS. I cannot enter the BIOS myself by pressing any button.
When I exit BIOS, it reboots right back into the screen and enters the BIOS almost instantly. This will keep happening again and again unless I hit the power button and shut the system down. When I power it back on, the system boots normally.
So when it first enters the BIOS automatically, my two storage devices are showing up properly. The 2TB Kingston NVMe on M.2_2 is the one with the OS on it:
However, it's not showing any bootable devices right next to it and when I press F8 to arrange the boot order it replies with "The system cannot find any bootable devices":
On the next reboot (and any further one that happens without me turning the system off and on) the SSD on Slot 2_2 is missing:
I tried disabling fast and secure boot, XMP Profile, enabled CSM support and disabled hibernation in Windows 11 - no change. Once the system booted into Windows, I can reboot without a problem all day long. When I turn the system of for a while and power it back on, the whole thing starts again from the beginning.
I have a ASUS ROG STRIX Z790-F GAMING WIFI. I built the system 4 days ago. I updated the BIOS to 1202 and ME to 16.1.27.2176. I double-checked all the cables and both SSDs, all good. The Q-LEDs cycle just fine during POST, when the system halts no LED is on.
Any ideas on how to isolate the issue?

Assuming the same problem as OP, then a soft BIOS restart, or hardware / case / reset push button is not enough. You need to remove electrical power, then wait a few seconds, then electrical apply electrical power and power on. That fixes it every time. I suspect a BIOS issue because I do not recall having this issue with the factory BIOS.
As for your BSOD this is my check list.
1) Check PSU is not underpowered
2) Check components are not overclocked. e,g max RAM speed for 13th gen is DDR5 5600Mhz, DDR4 3200Mhz, 12th gen DDR5 is 4800. XMP (respecting CPU intel certified RAM speed) with correct voltage should be fine as long as you do not mix RAM kits.
3) Run at least one full pass of MemTest86 to confirm your RAM is in perfect working order.
If you are in a hurry make sure tests 1 to 7 pass OK.

2. loaded defaults issues persist, 13900k DDR4 3600 CL14
3. did the memtest passed Zero errors

@bforesman "DDR4 3600 CL14" is impressively fast for DDR4. One of my vendors "Scan" has only DDR4 3600 CL18 (some of them at 1.5Volts) as the best speed. As you know, more than DDR4 3200 is considered an overclock.

ASUS has become trash sorry to say. They just denied my RMA - there was a damaged socket pin and of course the say it was me. No matter that the system was working then progressively became unstable. This is the second time I had to RMA an ASUS board to get denied. And the repair price that quoted was more than buying a new board of the same model. I just picked up an MSI Tomahawk for half the price of what I paid for my Strix.
The only quirk is that sometime when you set up a clean install, it doesn’t have a driver for the WiFi making it a pain in the ass for the initial Windows setup.
Otherwise it works just as good, if not better than the more expensive boards.

@bforesman @david1080 My best guess is, that this is some sort of bug that came with BIOS version 1202. I had a support ticket with ASUS, in the end they said it's probably a hardware defect and wanted me to RMA the board. The issue is not bad enough for me to do this and go through the whole assembly again. Maybe it will be fixed with a future BIOS update.

My expectations are higher so I'm Done with asus from here on out. We need a complete reformat of computer vendors so I'm Ending with asus in my home and business.

Ok, after two days of fiddling/tweaking/testing/experimenting I am back in Windows 11. Sans my Working 7900XTX which is Not being recognized by bios. Was working Perfectly before all the BSODs...
I'm using the gpu within the 13900k and that's all it recognizes. I've switched it to disabled and it boots right into the igpu, selected Auto and still boots to igpu, every option nada but igpu. Zero BDODs either...
