1801 C1E Disable Feature Broken

Updated to 1801 on my ROG MAXIMUS Z790 APEX ENCORE. I was wanting to DISABLE the C1E features. While I do get a popup when disabling it, stating that this feature could result in aging the CPU, it still doesn't disable when I get to Windows 11. Freq. fluctuates from 5700 to 3200 MHz. Speedboost, Speed shift, and all other featured except for Turbo boost are DISABLED in the CPU - Power Management menu. Windows 11 power settings are manually set and it's all 100%.

Anyone have any idea why I might be fluctuating frequencies in Windows 11?

im confused. C1e would throttle the cpu down to 800mhz. not 3200. 3200 is the correct base speed it should go down to when c1e is disabled.

OK. Then, what else do I need to do to make it always remain 5700 MHz?

you need to set all pcore manually to 57 and all ecore to 4.4 otherwise its going to downclock....which is usually what you want when the cpu is not on load.
