On my Z690 Strix Gaming A D4 I am still on the old Microcode and Bios 2802 and I never saw this issue before so I am not sure if it was a ME update that has caused this or is it a Windows 11 24H2 issue but previously when I chose "High Performance" when gaming the P core clocks would stay pegged at 5.7ghz and the E core clocks would stay clocked at 4.4ghz however now it is not, I have not changed any bios settings as I haven't done since getting the CPU and mobo so I can only assume Windows 11 24H2 has some weird funky goings on with the power management of these CPU.
My clocks and Vcore are still dropping to random clocks and voltage as you can see the P and E Core clocks are all over the place and the Vcore is dropping to balanced state also at 0.6v no matter whether I choose High Performance or the Ultimate Power Plan.
Anyone what is going on here?

No there is nothing wrong with the CPU, When I load it up with normal or full usage like Cinebench or Winrar or 7Zip all cores clock up and stay there as normal, This is a power management issue and I cannot figure out if it's a Windows 11 24H2 issue or a bios C state issue even though I have just tried disabling all C States in the bios and still it clocks down in Windows 11 24H2.
I am beginning to think 24H2 is messed up big time somewhere regarding power management.

C states changes ON OR OFF IS NOT NEEDED to install windows.
1. make sure load intel profile as bios ami screen tell you.
2. make sure csm is disable. secure boot is active and set to uefi and key management is custum.
If these basic settings can not give you change to isntall windows current windows 24h2 the cpu is degraded. Cstates on or off is needed to install windows.
3. build the windows usb using ms site or iso using rufus iso that can be get it on ms website

I think you are not understanding, I don't need to reinstall Windows, I mean something has changed with Windows 11 24H2 and CPU power management that was not present in 22H2.

I tested 14600k v24h2 when high performance set shows full cores speed. However p-cores as well as e-cores has slight speed difference.
Try restart after High performace. Bios default

If the only change is the service pack, I would be confident in saying the power management behaviour has changed. If you're still using the old ucode, you could try disabling C1E in the UEFI. If not, consider doing a full reinstall. Some people report abnormal behaviour across the board on certain devices moving to 24H2 through update.

Yes I am beginning to think a fresh install is needed and not an upgrade, Maybe that will fix it.
