I upgraded from a stable bios pre-Rocket Lake release to 2103 and I have an issue to report. (Maybe from bios 0607 or 0901 don't remember exactly)
My specs.
i7-10700K Comet Lake clocked at 1-3 cores @ 5.1, 4-6 @ 5.0 and 7-8 @ 4.9 GHz.
Motherboard ROG Strix Z490-F
Prior to the rocket lake bios (2103) each frequency would set up the voltage via the V/F voltage curve. So at 4.9GHz my system would request a VID of 1.26v to 1.28v when running an all-core load via CB R23.
If I ran a single-core load via CB R23, the system would go upto 5.1GHz and request a VID of 1.35v to 1.375v. The overclock in bios I used was per-core overclocking.
Now after rocket lake 2103, at 4.9GHz the system would use a VID of 1.375v or greater if I set a per core overclock.
So I believe the new 2103 bios introduces an overclocking bug in the per core overclock for Comet Lake.
For now I have reverted to a fixed all core overclock instead and the system will use the voltage I set.
I was using Shamino's recommended AC/DC adjustment to control my voltage. Left LLC at Level 4 and used AC/DC LL of 0.4 oHms.

I've solved my issue. It looks as if I made a mistake.
My problem was with Intel XTU and overclocking in that desktop application on windows 10. I uninstalled the program. Restarted my computer then installed the latest Intel XTU program.
Now my CPU correctly boosts with normal 10700K turbo boost behavior.
Here was my expected behavior that I was looking for.
Intel stock 10700K --> 1-3 cores@5.1GHz at 1.315v, 4-5 cores@4.8GHz at 1.235v, 6-8 cores@4.7GHz at 1.19v
Overclocked via BIOS --> 1-3 cores@5.1GHz at 1.325v, 4-5 cores@5.0GHz at 1.305v, 6-8 cores@4.9GHz at 1.265v
Here was what I was experiencing after adjusting the per core overclock settings via Intel XTU on the desktop app. (Stock settings all auto in Bios 2103)
Overclocked via Intel XTU desktop --> 1-3 cores@5.1GHz at 1.35v, 4-5 cores@5.0GHz at 1.35v, 6-8 cores@4.9GHz at 1.35v
So my problem was an Intel XTU issue. Nothing wrong with Bios 2103 for Asus Z490-F on comet lake. I just wanted to update this issue.
