I tested it. The new 2403 bios still has the bootloop problem. I guess that they still have not included support for the new ME firmware.

Thanks for the helpful post. With both 2403 and 2301, when I turn on the computer, all the lights come on, fans come on and then it restarts without showing anything on the screen. This repeats infinitely until I hard shutdown by holding down the power button. This is what I mean by bootloop.
The ME firmware I have is 14.1.53.1649 which was from Mokichu's thread. But the latest official ME firmware for the Z90-I is Version 14.1.51.1528 from 2021/01/08 ( https://rog.asus.com/motherboards/rog-strix/rog-strix-z490-i-gaming-model/helpdesk_bios ). I think this might be the problem. The 2403 and 2301 BIOS for the Z490-I don't recognize the newer 53 ME firmware. Atleast that is conclusion that most of us on this thread have come to.
For now, I am waiting for ASUS to update the official ME firmware for the Z90-I. If I again manually upgrade ME firmware to 14.1.60.1807 from Mokichu's thread, I might end up with more incompatibility issues.

i understant you now , so the best bet is i stay with the ME version official from the driver and dont touch it , i will keep 2301 bios for now in the future probably i will update again to 2403 but idk why the 2403 version disable the PTT by default , i will wait just in case release another bios update for xii formula
btw so in other word you are unable to use your computer beacuse keep restarting and never boot ? for how long you facing this problem

I encountered the same issue, and came across this forum post. I also have an ROG z490-I and attempted the update to the 2301 BIOS. I also tried the 2403 BIOS in an attempt to troubleshoot. Both times I was met with the same boot-loop issue. I resolved by clearing the CMOS via jumper and was able to boot into the UEFI. I cannot, however, save any settings. Once I make my changes and 'save-exit' the boot-loop issue persists. Unlike others, I acquired the ME update firmware (14.1.53.1649) from the ASUS support page; (https://rog.asus.com/us/motherboards/rog-strix/rog-strix-z490-i-gaming-model/helpdesk_bios) which leaves me confounded (they have since pulled the download). I believe the ME, as many have suggested is the culprit, and that the resolution lies in a BIOS update packaging a newer version than the ME firmware I have currently flashed.
