AVX-512 Guardband not working seemingly

Asus ROG STRIX Z590-F latest bios + 11700K, setting AVX-512 guard band from 100 to 1 seems to do nothing to lower voltage during AVX-512 load when using adaptive voltage. Only way to get normal voltage during AVX-512 loads is using override voltage.
