Uploads Speeds Slow Since Upgrade Help!

Hey All,
New member here. I just built my second pc with a friend of mine (he was really the brains of the operation). Anyway here are the important bits:

i7 4930k
Asus rampage vi black
780 GTX ti
g.skill ripjaw 64 gb ram
Windows 7

Here is the problem:
Since upgrading to this machine my internet connection has completely taken a crap. Mainly upload. I cannot get anything consistant over .3 kbs upload. I have hard wired, updated all firmware for the computer and router. I have 4-5 bars consistant as signal.

Before I was getting 35 down and almost 3 mbps up. I noticed that with the ai suite 2 they had a ton of complaints regarding the network icontrol. With the ai suite 3 could this be the issue. Should I uninstall? Any help would be awesome I am pulling my hair out. I cant seem to get any uploads complete!

Also all of the other devices are getting great signal.
The computer is right on the other wall of the router and my old machine on the same wall with 0 problems as far as signal.

Apart from AI Suite 3, did you install the Gamefirst software?

I apologize for that! I actually did uninstall the suite but still no luck with the upload speeds. It jumps all over the place. 300 the .2 then 25. I have not installed any other software other than media stuff I use for work.

modem and port range.
if there are more then 1 pc on the modem it can fk up things if you have not set up port forward and sutch.

I do have multiple devices on in the house. Ipads, nooks, and 1 other pc but that other pc is off for now. I have the high priority setting on the router set to this pc. If I wanted to set up the ports differently how would I go about that?
