ROG Strix 4090 OC Power Limit 90%. Why?

Hello to all.

I noticed that if you use the DualBIOS switch on P the card has the Power Limit set to 90%. However if you set it to Q, the default Power Limit is 100%.

Does anyone know why? BUG in the BIOS? Anyone with the same model of card with the same problem?
