ROG Rampage VI Extreme Encore NVME in Riser sleep problems

I have a Rampage VI Extreme Encore with i9-10980xe
I have two NVME SSD's installed in the mother board slots, works perfectly. The problem is when I install a 3rd NVME SSD in the riser it appears to work fine, but if the computer goes to sleep it won't wake up. It only partially wakes, but the monitor won't power up and the keyboard is dead. The OLED display has the normal cpu Temp like its working, but after a minute or two the system will reboot by itself. Also I can tell the there is something wrong in the system because when it does a cold boot with the 3rd nvme in the riser the num lock is off, so it's like the bios isn't reading completely on boot. I have tried removing the video cards with different ones, changed the cpu to a different i9-9980xe but same problem.

The system has
2 EVGA RTX2080TI
Intel Optane NVME 1TB as the boot drive
1 sabrent 4tb in the 2nd m.2 slot on the motherboard

1 Sabrent 4tb in the 3rd m.2.1 on the riser (this is what causes the problems) (when removed the system works perfect and wakes from sleep)

I have the latest bios, windows OS is 19041 , bios is 3.2 , latest x299 chipset and nvidia drivers

Any help or suggestions would be appreciated
