Been using my astral 5090 (in “P” vbios mode) and I undervolted it to 0.925v. The card runs great, but will run at ~2500-2600 (+300 core clock) at 0.920-0.925 both during game and when idle. Is that supposed to be the case, or should it be downclocking more when idle. Again, I have it in P mode, not Q/quiet. Also; I have all the voltage control/monitoring settings turned off in MSI AB already because of the known bug with them at the moment.
is this intended behavior? Or should it be downclocking more when idle?

I'm not sure what your idle frequency is, but it should be way lower.
It could be something with MSI Afterburner, uninstall it and try GPU Tweak III. The latest version is 1.9.0.3 - GPU Tweak III | Ultimate GPU Tuning Tool | ASUS
Something to check is, in the Nvidia Control Panel, Power management mode is set to Normal. Click apply and restart your pc for the change to take effect.
I'm using the ROG Strix RTX 3090 Ti LC OC. With a few web pages open, the core clock was fluctuating a good bit, closing the web pages settled down the core clock to 210MHz.
You can open task manager to see if anything is putting a load on your gpu. At idle, it should show 0%.
