if your going to be doing more gaming, and would like to OC a bit, I would spend the extra $50 and get the i5-4690k. the 4460 is 3.4 turbo where the 4690k is 3.9 turbo.. plus with being a K your unlocked and can OC.
graphics, the 960 is nice but 3 monitors at 60hz.. and running games on Ultra your probably going to want at least a 980 or 980 ti. (cuts into the budget but a strong GPU is always useful for +++ years before needing to upgrade)
HDD, is there any particular reason for the 1TB? at todays prices getting a larger SSD seems more reasonable.. plus if your leaning towards a silent build the HDD will most likely be the loudest in your PC.
memory, 16gb is always a good choice.. 2x8gb.. at least 1600-1866mhz? other than that this shouldn't be too much for a first build at all 🙂
