Pc won’t give signal on first boot

Specs are
Motherboard: Asus Crosshair Hero 8
Gpu: Asus Rog Strix 2080 Oc
Cpu: Ryzen 9 3900x
Ram: 4x8 Corsair vengeance pro rgb 3600
Psu: rm850x
Aquaero fan controller
Cpu and gpu waterblock are both from Corsair

So basically, I just finished building my first watercooling build (didn’t breadboard like a amateur) basically the monitor goes through it’s boot process. After the vga light comes on it goes to the green boot and the goes from 99 to 98 and the screen lights up like it wants to come on then immediately the motherboard displays b4 and the monitor says “no input”. After that it cycles to 9c for a second then to A0 for a split second and then gets stuck on 02 until I reboot it. I have tried the one stick of ram in A2 slot. I am currently doing the cmos battery reset but doubt it’ll do anything as the motherboard is brand new. I traded in one gpu for this brand new one and it’s still doing it. I had a rm750x psu but upgraded to the 850 hoping it was a power issue but it wasn’t. I’m running out of ideas and REALLY do not wanna take the whole loop apart if it can be avoided. I will though if I go through everyone’s troubleshooting.

First thing I would do is check and make sure all the power connectors are seated, check at the psu (if connector type) and don't forget the two above the cpu (6 + 4).

Keep with one stick of ram in A2 till you get boot
Unplug all drives (sata cables not power)
leave your M2 in if you have one.
check cold boot switch is in off position

I have tried the one stick of ram in the A2 still didn’t boot, all the power connectors are plugged in, for the cpu I’m only using a 8 pin with the 4 pin cause I read it wasn’t necessary. I guess I could try it with a 4 pin as well. All sata has been unplugged, the only thing plugged into the motherboard are the 2 usb cables for the aquaero and the Corsair node pro but they’re not plugged into the psu so that shouldn’t matter right? I also have my pump plugged in. The m2 has been in, by cold boot you mean the “slow mode” *switch right? It’s always been off.*

It was way past my bedtime when I posted, sorry.

The 4+8 I would connect the 4, you don't have boot thus let see if this helps.
Yes I meant slow mode switch.

Jay.z34 can you specify the exact ram you have? I have Corsair RGB Pro 3600 2x8 kit (18-19-19-39 1.35v) and it does work, well not perfect, but it boots atleast (C7H + 3700x). Did you try cold boot with turning psu power off first? Older bios version perhaps?
