You could try just changing the Windows power mode to high performance but I'm not sure if that will change USB related settings or not.

I also have this issue, I have both HDMI and DP monitors connected (1/ea), only the DP monitor is power cycling. Tried a few different drivers. Intel is suggesting I replace the CPU under their warranty. Seems a bit overkill, but I may need to go for their suggestion.
