Odd power up on new ROG XI Code Motherboard

Hello all - just built a new gaming rig using the ROG Z390 Code motherboard, and after I installed Windows and all drivers, when I press the power button the PC starts then instantly shuts off for a few seconds, and then starts up normally.

Anyone else had this experience, is it normal??

I cold start from no power connected will do this, all normal, if it does it from a warm start you may have an issue, or it may be memory training
