New PC, Low performance?

Ok, so I built my first PC recentally
Specs:
1070 OC STRIX
7600k @5Ghz
Maximux IX CODE
16GB DDR4 3000mhz ram (Corsair LED)
However when playing GTA V I only get 55-60fps, this is on high not ultra settings, but my old G750 (with an 860m averaged 40fps and my G752VS averages 65-70fps, So why is my PC performing lower than expected.

Are all of the machines running at the same resolution? Even if you select the same graphic quality level you might want to check to see if v-sync is on for one and not the other.
A bus station is where a bus stops. A train station is where a train stops. On my desk, I have a work station…

Yeah, all the resolutions are the same.

Clear your CMOS and test your system at stock defaults.

Also are you using the built-in benchmark? Because it's pretty hard to compare runs in games like GTA V if they aren't identical.

It's the processor. *There's something up with 7600s and 6600s where you get stuttering at times in GTA V specifically. Gamers Nexus found this when doing an article on revisiting the 2500k.

*The final benchmark is GTA V. Big note for this one: We had some confusing issues with the 6600K and 7600K that didn’t seem to affect other CPUs, and even took to Twitter to ask about this. Jay reported something similar, as did a few of our readers, and we’ve been unable to fully figure it out yet. So far, it seems like the 6600K and 7600K have worse stuttering with our GTA V deployment than other CPUs, and this seems to be less of an ordeal when dropping XMP on the memory. Still, there’s a lot of research to do. We haven’t got it fully figured out yet, re: 6600K & 7600K. We’ve reinstalled Windows, the game, and done all manner of testing to ensure it’s not on our end. Just wanted to point that out before we get to the results. We’ve done due diligence to figure it out, but just haven’t yet. If anyone’s got thoughts, post them below! We’ve tried XMP settings, overclocking and downclocking, new memory, motherboards, PSUs. Some of our followers and colleagues in the industry reported that they’ve seen similar issues when we asked on twitter. As for the rest of the results, we know those are all accurate as ever – it’s just the 6600K and 7600K that we’re having trouble with.

I think I'd run 3DMark on that and watch the GPU clock. It could be pegging thermals and throttling down. Also a bench will give you a reference point to see if your system overall is below par or if it's something specific to GTA V. If your 3DMark is similar to others with a 1070 I'd look at GTA settings again. If your 3DMark is low then I'd look at clocks and thermals.

Is this system running a fresh install of Windows 10? If it's not fresh I might run a driver cleaner and do a fresh install. Also make sure both machines have the same driver version of course.

EDIT: based on lufiron's post I guess the above won't help but I'll leave it in case someone with a different CPU reads this thread.

CPU is watercooled (H115i) using the top (exhaust)
There are 2 140mm fans at the front (in)
There is 1 120mm fan at the bottom (in)
There is also 1 140mm fan at the back (out)

did you peal off the plastic on the paste on the CPU cooler?
did you have to take it off at enny time after you put it on?
im saying this in case the paste ( grey matter ) on the cooler block is/was removed or damaged in enny way?
