Hoping someone has an idea for me to try:

System Information:
Processor - Core i7 4770k
GPU - PNY GTX 780
HD - Samusung 840 EVO (SSD) 500GB
Seasonic Platinum 1000

Had a power outage this morning. System is on a UPS and another surge protector behind the UPS. I turned off the UPS when the alarm started going off, so the system had no power for an extended period of time.

Now I can't get it to boot . I do get Video display.

Here is what I have tried:
Removed GPU (using MB graphics HDMI)
Removed all other drives
Disconnected all USB ports except mouse and keyboard

I have tried resetting the CMOS. I have tried moving the SSD to various SATA ports. Nothing seems to work.

I am unable to enter the BIOS to do any kind of set up or see what is going on .

Please help!

Not meant to sound silly, but have you verified that all your power paths were re-established afterwards? All UPS outlets plugged in, any UPS switched outlets are on, UPS is charged, computer power switch is on, and the UPS isn't "burnt out" from the surge? Based on monitor power, I assume the upstream surge protector is still good too? Sounds like you have some power maybe? For your power supply try unplugging both ends of it for a minute and then re-plugging it in.
