Is this a safe way to use the adapter with the TUF 4090?

Most of the 4090s with melted cables were Asus TUF cards, it was suggested it's becasue the connector is upside down.
This is how I installed mine:

I used 4 seperate 8 pin cables to connect to the adapter with my Corsair HX1200 and I even used a GPU anti-sag support thingy to support the weight of the adapter cables.

I am not very sure it will be safety. But I think it better for you to stick to what was given from Asus so in the event of any mishap, you are covered by warranty. I am using the default connector as default. But I dont see any negative happened so far.

Yes, it safe to use it unless some other factor come in like case being to small causing some pressure to the connector. After all this card is gigantic in size. Or at least it cover by Asus.
