Are you absolutely certain Vsync is enabled?
Are you using GeForce Experience to "optimize"?

Uninstall Geforce Experience (it causes way more problems then its worth);
In the Nvidia control panel go to Manage 3D settings
Click on the programs tab and select far cry 4; if its not listed then add and browse for the .exe that is listed on task manager while farcry4 is running (most likely farcry4.exe)
Under features, scroll down and set SLI rendering mode to Force alternate frame rendering 1.
See if that works for you;
