Capture Cards Not Recognized/Can't Install Drivers

I've been trying to set up video streaming on my new Asus Z390-A since December. The first cards are Black Magic Design Intensity Pro 4K. Although the drivers installed, no software can find them. (They worked in my 11 year old Gigabyte P35 motherboard).

I RMA'd the Intensity Pro cards 2 weeks ago and just got a response from BMD. There is nothing wrong with either card, and both are up to date firmware.

So I bought a Yuan SC542N4 HDMI - 4 Input HD HDMI Capture Card and installed that instead. When I run the driver installer, and then reboot after that process, the card is showing up as four multimedia devices, without drivers.

The only card I've been able to make work in this motherboard is the video card, a GTX1060. Anything else I plug into an X16 slot seems not to be detected beyond Device Manager.

I'm about to return the Yuan card, but before I do, I figured I'd ask here, as maybe there is something I over looked.

Doesn't look like tech support for Yuan is of any help. They don't seem to know what product I have and want a photo of it. Weird. They are in Taiwan.

Now I am (reluctantly) faced with spending close to a grand on a Magewell card. At least that has good reviews and is said to work well. If that doesn't work in this board, I'll have to assume something is wrong with the PCI slots.

Black Magic Design is sending back my two Intensity Pro cards, as they can find nothing wrong with them. Their tech said to try playing with adjusting the PCI voltage, but I can't find anything in the Z390-A firmware that allows that...

I filed a return on Amazon for the Yuan capture card, as it doesn't work with this motherboard.

I just spent a grand with sales tax on a Magewell card and am waiting for that to ship now. If that doesn't work, then I think the motherboard is likely faulty.
