Z490-E Gaming mobo and 2 NVME drives

HiI have 2 NVME drives I want to use on this mobo. One as a boot drive and one as a game storage drive. *Does it matter which slots occupy the NVME drives? The manual has me confused.Thanks!*

ASUS ROG Strix X570-F - 2x PCIE 16x Slots?

Tried moving the card to the second PCIE slot but it only supports 8x despite the manual labelling it as 16x or 8x dual.How do you get the second slot to work at 16x? or is the manual wrong?Moving due the first slot blocking fan intake, gets noisy.
