Asus RTX 3080 TUF fans spinning even at idle

I did actually manage to snag a RTX 3080, however the fan curve is driving me mad. As i've understood the fans aren't supposed to spin at all under 55C, however it would seem that as soon as the gpu spikes above about 10% usage the fans spin up to 1200 rpm just to spin down again a couple seconds later. The GPU only rises a couple degrees and gets no where near 55C. I've tried doing a clean install of Windows but to no avail. Is this a known issue?

Are you able to upload a DXdiagnostic? In which position is the BIOS switch when this occurs?

It's in Quiet mode, i've tried both modes and they don't seem to effect this issue. Here's the dxdiag: https://pastebin.com/W3xjDWWG
