ASUS ROG Strix X570-F - 2x PCIE 16x Slots?

Tried moving the card to the second PCIE slot but it only supports 8x despite the manual labelling it as 16x or 8x dual.

How do you get the second slot to work at 16x? or is the manual wrong?

Moving due the first slot blocking fan intake, gets noisy.

Oh well, back to slot one for now.

It's shame the manual can't even be consistent about something this simple.... Only other option is a vertical mount maybe, more expense to fix an issue which the board shouldn't have. The irony is the graphics card blocking the intake is also from Asus, do the departments at Asus ever communicate or test your products together? I guess not... lol
