my ASUS rog strix 3060 ti temperature in desktop : 45C
in game : between 74-81C.
is this temperatures normal?

Your temps aren't too bad but maybe a little warm for a Strix gpu.

Do you have good airflow in your case?

You can install GPU Tweak III and set a fan curve to bring down temps.
