I built PC with motherboard PRO WS WRX80E- SAGE SE WIFI and CPU AMD Ryzen Threadripper PRO 5955WX. I only can start 3 Graphic card Gigabyte 4090 on this main together Ubuntu , I see in manual it can support 4 x pcie x16 on 4-way configuration. but I don't know how to config. Anyone can help me ?

Makes sure you have enough power for 4 gpu's.
I imagine you're using a threadripper cpu which should have plenty of pcie lanes for 4 Nvidia gpu's.
With 4 gpu's, they would go in the 1,3,5,7 slots, you may lose connectivity with the headers below the number 7 slot.

I have 2 PSU 1650W and 1550W to supply for the motherboard + 4 GPU. I only start Ubuntu with GPU connected to the 1, 3, and 5 slots, when I connect the 4th card to slot number 7, the Ubuntu can not start. I need connect the power to this port or not?

When using more than two gpu's, it's a good idea to connect a 6-pin pcie power cable to E and F.
You can also connect an 8-pin pcie power cable to C.

The most gpu's I've seen any motherboard support is 4 and the manual shows a maximum configuration of 4 Nvidia gpu's. So, while you have the pcie lanes to technically run 6 gpu's, you could run into issues such as a motherboard or driver limitation.
You'd also have to liquid cool them for 6 gpu's to fit. The slot spacing looks pretty tight, so I don't know if there would even be room for fittings and tubing.
I would say just stick with 4 gpu's.
