I'm putting this here because I wasn't sure where to ask this. Here is my current PC's hardware.
Windows 10 64bit
3840x2160 Res

When I'm playing some games, like World of Warcraft, I get really bad FPS at time but my CPU and GPU are using only nominal amounts. Typically I'm below 50% CPU and GPU utilization and in a raid like Nighthold during a boss fight I'm only getting 40 fps. While out of raid in lets say Dalaran I'm getting 90-100 fps. At times my CPU/GPU are below 30% and I'm getting 40 fps.
If my CPU and GPU are barely getting touched why are my frames so low?
Here is an example from another game called Cloud Pirates. I was at 54fps and here's what my CPU/GPU was doing.
Here is an example of World of warcraft. Sorry for the cellphone pics but screenshots kept capturing my desktop not the game.
Out of combat.
In raid fighting WB Si'Vash open world.
It makes no sense to me why my GPU usage would bottom out but the FPS would be so low in the second picture.
