I want to upgrade my normal PC to a gaming PC, but my budget is low. I was thinking, can I just change the graphics card to make it suitable for gaming? Also, could you suggest some good budget-friendly graphics cards that would work well for gaming?

Thank you
With a 400w power supply, you'd be better off keeping what you have. Looking at say the RTX 2060, it requires a minimum of a 550w power supply.
The PC Bottleneck Calculator shows a 42% bottleneck with an i3-8100 and RTX 2060. - Bottleneck Calculator | PC Builds (pc-builds.com)
Most games today recommend 16GB of memory, upgrading to 16GB of memory may help if you're having performance issues.
