Asus Xonar Phoebus 5.1 to 7.1 upmix

I am having a issue with my sound card up mixing 5.1 audio in games to 7.1 audio over analog output. I read on the Dolby Home Theater V4 website the following.

Improving Content Quality from Any Source

Surround Decoder

Advanced frequency-domain matrix surround decoder
Creates 5.1 or 7.1 sound from any two-channel input
Creates 7.1 sound from 5.1-channel input

It seems when playing 2 channel audio source the card does upmix 2 channel audio to 5.1 or 7.1. If you play a 5.1 audio source from a game or DVD it will not upmix to 7.1 audio. Am I overlooking something obvious?

I have also read that there is a dolby home theater profile creator app that is used to setup how dolby home theater functions for retailers/system suppliers to use but I can not find a link to download it. Is it possible someone from Asus could pass this on and see why this is not functioning correctly? It seem like it would be a easy fix.
