Wired connection in AP Mode capped at 400Mb?

Here's my setup.
ROG AX11000 running FW 3.0.0.4.386_45934
ISP is Xfinity @ 1.3Gb down w/ their B7 (white) router
PC with Intel I211 Gb wired NIC Driver Ver. 12.18.12.1 Dated 2/23/2021
Samsung S21 Ultra Android 12 Nov. 1st security update

How everything is connected.
COAX from wall > Xfinity Router > Xfinity Router 2.5Gb port via CAT6e > AX11000 2.5Gb port > AX11000 1Gb port via CAT6e > 1Gb port on PC.
AX11000 is in AP mode
Also, S21 Ultra connected to AX11000 via second 5Ghz.

Issues I am seeing.
Running a speed test via WiFi Man app on S21 Ultra will produce consistent 1.2-1.3Gb download speed. Which is great.
Running any speed test on the PC be it through Ookla, Ubiquity, etc. will cap at 400Mb no matter how many times I run it. Time of day and day of week doesn't matter. ALWAYS 400Mb.

Things I've tried.
Rolling back drivers on Intel NIC
Rolling back FW on AX11000 to two different versions
Enabling jumbo frames (both PC and router)
Plugging the CAT6e cable from Xfintiy router directly into PC. (This will produce a speed of about 800-900Mb), but once I revert back to the original way I am capped at 400Mb again.

I am at a loss as to what to try next. The only thing preventing faster wired speeds is the ASUS router. Any ideas or help would be greatly appreciated.

Hi mate, I am sure about AP mode, If you can check if your AX11000 router in AP mode is there a network map option. There will be an option to set priority to Auto. wirelwss or Wired. Try set wired and observed any changes in your wired LAN connection.

Hey there! Thanks for replying. Unfortunately I don't see that option listed. I've gone through all the settings and can't locate it. Any other ideas?

Hi mate, I am using mesh mode and there is an option for it.

Gotcha. Yeah, I'm not using AI-Mesh. So, I don't have that option. Thanks though.

Why not try to MESH it and see if there are any improvement.

I don't think I can MESH it without a second ASUS router, right?

Sorry for my bad, I thought you have two units AX11000.
