Restricting access/bandwidth for an IP range possible?

All I see/find is individual restrictions,mac address.

Is it possible to block/restrict etc an IP range?

I got a lot of headache from manually assigning an IP/IPs out of the Subnet scope...

Problem is these bloody randomised mac addresses and their ability to bypass Parental Controls. 

I could manage it all if I could control an IP range.

Controlling mac addresses is now a non starter because of randomised mac addresses.

Call me liberal, but I never tried to use those controls with our son who is now 19 yo.

That said being inexperienced at this, can't you form a list of allowed MACs (correct me if I'm wrong but is this a "whitelist"?) so they can't use a randomized MAC and gain access?

Controlling mac addresses isn't the way forward imo as we already kinda have that control. 

I've put forward the suggestion to allow control of IP/range.

Theory is this......

We already control/set the DHCP IP range in the router.

So at the moment we then can assign an IP that's tied to a devices mac address,all good so far.

BUT as we know with iphone especially they use randomised mac addressing.

So the control we just gave an iphone is bypassed next time they connect.

So,setting DHCP IP range to say 192.168.1.200-249

If we have control to limit this range until a randomised mac addressee turns off their randomisation and gets a given IP tied to their true mac address.

This is essentially for home control or limited connections.
