I don't know about the Android but if you see a special symbol on it, that might connect to the 6 GHz.
Windows 11 should have complete access if you have a later Intel Wi-Fi driver. If you can see the 6 GHz SSID and have entered a WPA key, it should connect.
Did you make any registry changes in an attempt to get the 6 GHz signal?
I know my Z590 board came with the AX210 Wi-Fi but I do not know what your Z690 has.

You are currently running the Intel 22.110.1.1 driver for the AX210? It should not need a driver that new but possibly it does. It would be nice if someone else with your Z690 motherboard would weigh in on their 6e ability.
I have checked my Router against your attached page and it is the same except for the WPA Pre-shared key entry.
I suppose you could try changing the SSID for that radio for testing.
