It seems like a lot of people are having this issue and I can't post to ever find if anyone found a fix.
I bought the GT-BE98 Pro about a month ago. I noticed it wouldn't connect to my modem out of the box. I had to keep factory resetting it and eventually it connected. It worked for about a month and then last night I woke up and I had no internet. Couldn't connect to the GT-BE98 Pro router via wifi or ethernet. I noticed that my connect to my modem was red on the router. I rebooted the router 10 times and eventually my router was able to connect to my modem. It just seems like something is not right with this router. I paid $850 for it and I expect it to work. The weird thing is I still can't connect to the router via my browser but I can via the mobile app. It says I am running firmware 3.0.0.6.102_37038. I noticed this firmware was just released so I am wondering if it updated last night and caused issues. I checked the access config and it is allowing connectivity over 8443. I am using the default gateway IP address to try to connect.
Thanks in advance.

The 8xxx number is if you are connecting to the Web GUI using a https:// but if you have it set to do both, you don't have to use the https:// but can still use the http://.
That update did have an effect on my system, which I am investigating. If your WAN connection is not working well, you might use the Web Gui, or app to set the WAN port you want to use. It is supposed to self-identify the port utilized, but that may not be working well. So try a different WAN port than you are currently using.
As a note, it can take several seconds, after all the white lights are on, for the red light to go out. You should be able to use the URL below to connect to the GUI. Another note, I had problems with the Captcha, so I turn that off.

I actually had a similar issue out of the box a long long time ago when I received mine. When you initially set up there're two options one Quick and towards the bottom Advanced. The Advanced option appeared to recognize WAN port properly, so I suggest you collect the required settings and try setting up with that.
What firmware version are you on? Have you tried reverting back to the next older one?
