Was there a solution to this?
I cannot comment on the previous post where another user had this issue. It was locked.
I can use the USB 3 port to get the appropriate speeds, but not the thunderbolt ports for some reason.
My enclosure is a sabrent enclosure and an M.2 and it can achieve the 3.0 speeds I expected (~1000MB/s) using the USB 3 port and also with other computers.

@Falcon2_ROG After updating Windows 11 to 24H2 (26100.5074) and possibly updating the Intel dTBT Firmware Update (Driver Date: 8/4/2025, Driver Version: 10.1.2.2, FW Version: 622) through MyAsus, the issue seems to have "magically disappeared" as confirmed using CrystalDiskMark. My speeds are currently in the 1000MB/sec range, which is roughly the max speed of my m.2 drives, so I can't test anything faster than that.
Thank you for your assistance in getting this resolved! I am deeply greatful!!

@SleepySpider
May I ask for the full model name of the laptop you are using?

Additionally, please help provide the brand and model of the external device you are using, as well as a photo of it connected to the laptop, to confirm the connection method. @SleepySpider
Could you please provide a screenshot of the USB speed test result showing the slower speed, so I can help you verify the issue? Sorry for any inconvenience it may be caused.
