Rog Strix vs Rog Strix Scar fan noise and temps

Hello I am wondering if anyone can advise me on fan noise for rog strix vs strix scar.

I looked at notebookcheck and they have the following table. I am wondering, why does the 4070 rog strix have such a high load average sound compared to the strix scar 3080?

Can the fans be turned down to the same level as a strix scar without overheating? 

Will strix scars normally be quieter compared to a normal strix?
