silent profile cpu is at 61-70 degree C
on turbo idle it is always at 75 to 85
and gpu is starting aafter interval for no apparent reason task manager shows Copy in gpu graph

Running temperatures varies depending on what applications or games you're playing, and the climate in your region. They seem reasonable, it's fine to go up to 85 degrees. It's not a problem. Keep the laptop well-ventilated, do not suffocate it by letting it run on a soft bed or placing it in a tight space with no air flow such as a drawer or inside a cabinet.

Room temperate here is 31⁰ C
And nothing is running except system processes system is idle
Most of the time youtube lags like how we get 1 Percent lows in games is this thermal throttling i have no adblock or extensions

Based on the screenshot you provided, the temperature performance in Silent mode seems normal.
You mentioned experiencing slight stuttering while watching videos. Did this occur when using TURBO mode? Also, have you tried elevating the bottom of the laptop to see if it helps improve the temperature? Thank you.

Stuttering is happening on turbo mode and not just on youtube also on movies and tv player the laptop is always elevated at the fans area about 2 inches and clean area what should i do ?

as you said to update drivers i relied on the my asus app armoury crate and win update for that
now i went on the link you shared i had old intel sst and cirus amp drivers intel sst was updated withput a hitch
but the cirus amp is not updating i starded a forum earlier for sound issues i think this is theproblem can you help
