i7-13650HX thermal throttling at low power (20-30W) in Valorant - possible liquid metal issue?

Hello,

Laptop: ASUS ROG Strix G16
CPU: Intel Core i7-13650HX
BIOS: G614JV.331

Problem (started about 1 week ago):
In light games like Valorant / TFT, the CPU repeatedly reaches 95-100C and I get FPS drops/stuttering.

Evidence from ThrottleStop logs:

  • CPU power draw is only around 20-30W (sometimes slightly higher)

  • CPU temperature still hits 95-100C

  • ThrottleStop shows thermal limit flags (TEMP / TVB) during gameplay

  • Multiplier drops during spikes (performance dip)

This did not happen before. The system used to be stable.

In heavier games (e.g. The Witcher 3), higher temps are expected, but the main issue is that even at low CPU power (Valorant) it still hits thermal limits.

Questions:

  1. Is thermal throttling at only ~20-30W normal for i7-13650HX laptops?

  2. Does this look like poor heat transfer (heatsink contact) or liquid metal pump-out/displacement?

  3. Should I send it to service for liquid metal / heatsink re-seat?

Thanks.
