I have been dealing with the stutter/micro stutter across all my games and I am getting ready to send it in considering the latest BIOS update did not fix my issue but I have noticed something odd, my GPU seems very predictable when it comes to temperature but watching my CPU with my computer idling, it behaves like this:
Idle 3% - 65C
Click around some programs (not even games), I'll watch it very temporarily go to 20% for a few seconds before it goes back to 3% and the temperature goes from 65C to 95C and its very jumpy where my GPU does a gradual climb and fall.
I've never paid attention to this, is this a heat sink/thermal paste issue? Would make me feel better that I am not wasting my time sending my laptop in.

If anyone else finds this helpful:
Primary issue: Any game, even Minecraft, the video would stutter at short, fixed intervals and was difficult to span/look around in any game.
After some digging, I noticed my CPU temperature was erratic, easily spiked from opening any program, momentary 20% load resulted in instant 95C with voltage throttling. Intel Diagnostics, ASUS diagnostics all said everything was fine.
I ended up taking this down to a local computer shop and when we opened it up, the liquid metal had leaked out. I travel quite a bit (no idea if the laptop sitting vertical all the time would contribute to this) but I went ahead and had them use a high performance thermal paste and now all of my problems are gone. Hope this helps somebody else.

I was able to find a stress test tool, the new BIOS, 322, when selecting turbo, the fans don't automatically run at a higher rate anymore.
Stress testing the CPU, it just sits at 95-96C and the voltage appears to be cut down to it but none of the fans change settings, the second I test the GPU, the GPU barely very slow climbs temperature while the CPU sits at 95C, it appeared once the GPU broke 50C, the fans ramped up across the board including the CPU fan...
I feel like this is a mixture of hardware and firmware...

To rule out whether the issue is caused by a system malfunction, we recommend backing up your data and performing a system restore to check again. If the temperature drops quickly and does not remain high for an extended period, this is considered normal. However, if the temperature fluctuates excessively, it may indicate poor contact in the cooling module. In that case, we suggest bringing your laptop to a service center for further inspection.
