Hello,
I recently picked up a new 2023 X13, coming from a 2021 X13, using the same XGM 4090. I also have a ROG Ally I use with this XGM.
On the Ally and my old laptop, I would get Timespy scores of around ~16000, ~17000. However on my new laptop, I'm only getting 9000.
I used Armoury Crate's real time monitor, and it looks like the 4090 isn't running at full power on turbo mode. Instead of 150W, it's running at ~110-115.
Someone on the discord theorized that the laptop isn't recognizing the XGM as an external GPU and is limiting the GPU power draw due to the shared power limits usually in place with the internal GPU. This theory seems to hold weight, as lowering the CPU power draw increases Timespy scores and FPS in games. I currently have higher FPS in Avatar: FOP on silent than I do on Turbo.
Since it works on 2 devices, I assume it must be a software issue, or a bios issue. What can I do to resolve this problem?

It started working this evening. I didn't change anything, I'm not sure what the difference was.
Might have been a windows update
