I'm having trouble updating my BIOS. Apparently, I'm still on 1801. Even though I thought I had upgraded a few months ago. Obviously, I need to get current.
Regardless of my naivety, every attempt I've made with every BIOS version has resulted in a solid green light through the flashback process, or the "not proper" message through the existing BIOS flash utility.
For the past three hours, I've been trying everything I can come up with. Converting USB to MBR, ensuring FAT32 formatting, BIOS Renamer being used as appropriate. I've tried three different manufacturer types for USB drives. I've tried different sizes of USB drives.
I'm not super savvy with computer tech, but I know enough little things to get by.
It's late, I'm frustrated, and I'm looking for some help.

I'll list steps on how to update the bios using the Bios Flashback feature.
1) Download the latest bios for your motherboard - ROG STRIX Z790-E GAMING WIFI | ROG Strix | Gaming Motherboards|ROG - Republic of Gamers|ROG Global
2) Follow this video to rename the bios file and put it on your usb flash drive.
3) Shut down your pc and let the psu switch on.
4) Insert the usb flash drive into the motherboard usb port marked BIOS.
5) Press and hold the Bios Flashback button until the led starts blinking, then release.
6) The blinking should get faster as it goes and take a few minutes to complete.
7) When the blinking stops, start your pc. It may continue to update during start up, let it do its thing until it boots to windows.

I followed the steps exactly and achieved the same result. Solid green light on flashback.

I didn't realize there was a Z790E Gaming WiFi "II"
